Democratic report blasts for-profit colleges

WASHINGTON (AP) ? For-profit colleges put revenues above education, and charge students high tuition and loan rates that could leave them in debt for years, a Senate Democratic report said Monday.

While students are aggressively recruited, they drop out in high numbers without the degree or certificate initially sought, the report said. It found that 54 percent of students enrolled in 2008-2009 left without a degree or certificate by mid-2010. When two-year associate degree programs were studied, 63 percent left without a degree.

The staff report was issued by Sen. Tom Harkin, D-Iowa, chairman of the Health, Education, Labor and Pensions Committee.

The report said veterans were among those vulnerable to the tactics by for-profit schools, since these colleges receive the largest share of military educational benefit programs. Eight of the top 10 recipients of GI bill money since the Sept. 11, 2001 attacks went to for-profit education companies.

The report said reaching an enrollment quota was found to be the highest priority for recruiters. Publicly traded companies operating these schools had an average profit margin of 19.7 percent. They paid an average of $7.3 million in 2009 to top executives, while the five highest paid leaders of large public universities averaged $1 million and leaders at nonprofit colleges averaged $3 million.

Steve Gunderson, president and chief executive officer of the Association of Private Sector Colleges and Universities, dismissed the report as inaccurate.

"Unfortunately, Sen. Harkin's report continues in the tradition of ideology overriding reality," said Gunderson, a former Republican congressman from Wisconsin. "The report twists the facts to fit a narrative, proving that this is nothing more than continued political attacks on private sector colleges and universities."

He said some of the report's statistics are misleading and added, "Instead of joining the conversation about ways to expand access to postsecondary education, Sen. Harkin is attacking schools that are currently providing instruction to 3.8 million students. Today's students already face enough challenges accessing postsecondary education without these sorts of distractions."

According to the report, students at for-profit schools faced tuition for bachelor's programs that averaged 20 percent more than for similar programs at flagship public universities. Associated degree programs averaged four times the cost of similar programs at comparable community colleges, and certificate programs averaged four-and-a-half times the cost at comparable community colleges.

"Recruiting materials indicate that at some for-profit colleges, admission representatives were trained to locate and push on the pain in students' lives," the report said.

Once the students were enrolled, 96 percent needed student loans, according to Department of Education information. Fifty-seven percent of bachelor's degree students who graduated from a for-profit college owed $30,000 or more, compared to 25 percent of those earning degrees in the private, nonprofit sector and 12 percent from public colleges.

"Because many students who attend for-profit colleges are unable to get financing through private lending companies, many participate in institutional loan programs operated by for-profit education companies," the report said.

In 2009, seven large for-profit education companies offered institutional loans with interest rates ranging from 11.2 percent to 18 percent. During the same period, the Stafford federal loan rate was 5.6 percent.

In addition to the high loan rates and debt, students leaving private colleges hard a difficult time finding jobs.

The report cited a national study by an education center that found 23 percent of students who attended for-profit schools in 2008-09 were unemployed and seeking work.

MLB: Why Cardinals vs. Cubs Is the Best Rivalry in Baseball

ESPN may not like to acknowledge it, but the best rivalry in baseball isn't on the East Coast. It's in the Midwest, between one large market and a mid-major market.

The best rivalry is the St. Louis Cardinals vs. the Chicago Cubs.

Together, over the span of just over 125 years, the Cards and Cubs have played nearly 2200 games. The Cubs are winning the series 1100-1058-17. The teams have been competitive during the entirety of the series, meaning that fans are going to be treated to a good time every time they meet.

The fans also make this series a great rivalry for both cities. Red Sox fans and Yankee fans travel 217 miles to get between cities, but for Cubs and Cards fans, they have to travel 300 miles between the two cities. It may only be 83 miles, but those extra miles may be the difference between taking the car and flying, or having to fill up the car an extra time or not. Diehard fans want to travel to see their team in the opposing cities, and they travel the extra miles to see them.

Unfortunately for the Cubs, their fans haven't been able to cheer about a lot between these two ball clubs. Sure, they are winning the series, but that's about it. The Cardinals have 11 World Series titles to their name, the most recent being the miraculous 2011 season. The Cubs' most recent World Series title was in 1908. The Cardinals have 11 division titles and 18 National League Pennants. The Cubs hold 16 National League Pennants, but only five division titles.?

Perhaps the best battle between the two clubs was in 1998. Sammy Sosa was playing right field for the Cubs, while Mark McGwire was the Cardinals' first baseman. The two were poised for a great season, but no one guessed what would happen over that season.

In the first game, McGwire hit a home run to be the first player since 1961 to hit 61 home runs. On September 8, 1998, McGwire hit his shortest home run of the season to get to 62 home runs. Sosa would make it to 66 home runs that season, but McGwire would hold the record at 70 home runs in a season.

This battle may have been epic, but what really makes this series is its fans. Cardinals fans are perhaps the most knowledgeable fans in baseball. Not only do they respect the players, but they respect the game itself. The atmosphere at Busch Stadium cannot be matched in any other stadium.?

Wrigley Field is one of baseball's historic ballparks. Both Cardinal and Cub legends have battled the same battles at Wrigley, batting in the same batter's box, warmed up in the same bullpens. Being in a place with so much history connects the current teams to those teams of the past.?

The Cards vs. Cubs rivalry is the best rivalry in baseball because it is a territorial rivalry. These teams and fans travel far to declare their supremacy, and have been fighting with each other ever since the first game was played more than 125 years ago.?

I bought a mini-trampoline this weekend. I was looking for a piece of home fitness equipment that met one specific requirement ? it had to fit into a 3-foot square area of my bedroom.

All those infomercials that promise muscle toning, core-strengthening, and cardio training neglect to answer the most important question: Will the device fit in your house?

Or will you have to remove a major piece of furniture such as the sofa, requiring your guests to perch along the edge of the AbFlexGlideRowArator whenever they come over for margaritas and tofu chili?

Maybe you have a 3600 square foot house with a room designated as ?the home gym,? but I?m lucky to have a room designated as ?the bathroom.? The rule around here is nothing new comes in without something old being donated to Goodwill.

This is one reason I never have long-term guests ? they worry that I may get up early, hit a few garage sales and come home with a floor lamp that takes up the same amount of space they do. It?s a legitimate concern; just ask my half-sister. She was exactly the same size as the wicker clothes hamper I found while she was visiting from California.

When I discovered the mini-tramp (love that word, by the way) at a local sporting goods store and realized it would fit in the bedroom without having to take anything out, I was ecstatic. It didn?t hurt that it was only $39 and came in one sleek box. I?ve had my fill of exercise equipment that arrives in multiple boxes and requires a screwdriver, wrench, hammer, ratchet set, drill press, circular saw, GPS device, latex gloves, and six rolls of duct tape to assemble.

I managed to put the mini-trampoline together in less than 15 minutes with just a wrench and the enclosed motivational CD featuring a sexy-sounding man with an Italian accent repeating, ?You?re a smart and talented woman who can put together this product by yourself. And did I mention how attractive you are?? I got up to my target heart rate just listening to his dulcet tones.

My new ?gym? is located right in front of a window so that I can look out at the birds and squirrels while I work out. Perhaps twenty-seven years of living with dogs has affected my brain, but I always feel more energetic when I see creatures darting across the yard. And if I yell ?Squirrel!? my dogs also get a workout. It?s win-win. The only thing I have to be careful of is not getting overly enthusiastic and hitting my head on my 7-1/2-foot ceiling. I?m pretty sure a concussion doesn?t burn extra calories.

Before engaging in my first official bouncing session, I posted the yellow laminated ?Trampoline Use Instructions? card in a highly visible place as suggested by the manual. I tacked the card to the closest wall and took a moment to read it over.

  • Do not allow more than one person on the trampoline at a time. As far as I can tell, the only way that would be possible is if you had a small infant strapped to your chest. So please, if you break into my house with the intent of working out on my mini-trampoline and you happen to have a small infant strapped to your chest, remove said infant prior to getting on the equipment.
  • Use trampoline only with mature, knowledgeable supervision. Well drat! Where am I going to find someone mature? I have no idea where to even start looking. The most mature person nearby is a neighbor in her eighties, but last week she put Spongebob Squarepants stickers on her bicycle helmet and did her hair like Pippi Longstocking, so she?s out.
  • While keeping the head erect, focus eyes on the trampoline toward the perimeter. I?m sorry, but if my head is erect, I cannot see the trampoline. I know I?m supposed to have a third eye, but not in my ankles. Good thing I have the wiener dogs to keep watch on the perimeter for me? when they?re not running for the squirrels.
  • Do not use the trampoline while under the influence of alcohol or drugs. I?m willing to forgo the booze prior to working out, but what kind of drugs are they talking about? I?m on the estrogen patch and really think using the equipment while experiencing mood swings and hot flashes may be the more dangerous choice. Perhaps I should ask my doctor.
  • Make sure to use the bathroom before using the device. Okay, it didn?t say that, but it should. So I scribbled it on the bottom of the list. I don?t want to take any chances.

I?m ready now for my first real workout. Assuming I can find a mature person somewhere.

Heathrow planned how to handle the influx ahead of this week's Games for months. Volunteers were hired, baggage capabilities were checked and Olympic rings were assembled throughout the airport.

On July 16, London's Heathrow airport faced the "biggest peacetime transport challenge," welcoming some 236,955 passengers ahead of the Olympics, the AP reported.

In addition, roughly 45,000 media and sponsors were expected to fly through Heathrow to attend the Games. Simon Talling-Smith, British Airways? Executive Vice President, told The Huffington Post that his airline would be carrying in roughly 100,000 people per day to attend athletic events.

"We have spent seven years' preparing for the Games challenge and we are pleased that so far Olympic athletes and regular passengers have experienced a smooth arrival into Heathrow," Colin Matthews, chief executive of BAA, which operates Heathrow, told HuffPost Travel."The Olympic and Paralympic Games are a marathon, not a sprint, for Heathrow. There are many more challenges to come including further Olympic arrivals, unprecedented numbers of departing passengers and bags on the day after the Olympic closing ceremony."

As if that wasn't enough of a hurdle, the airport also had to handle actual hurdles. As the top of athletes from 50 nations started descending on London, so did their equipment. Tons of it. From javelins to rifles to bows and arrows and sabers, there is plenty of checked luggage to handle. The numbers, as illustrated in the infographics below, are staggering.

All that equipment will also have to leave, which is why Heathrow isn't just planning for the onslaught at the beginning of the Olympics. Heathrow's second busiest day, Andy Garner, Director of Operational Planning for Olympics predicts, will be August 13, the day after the Olympics end. Some 138,000 people will be departing along with their roughly 200,000 bags.

What is Heathrow doing to combat the inevitable clog? On August 12th, Heathrow security will set up remote check-in at Olympic Village to handle the travel for roughly 10,000 athletes and their 35,000 bags, Garner told The Huffington Post.

Unraveling mutations in pediatric brain cancer

Medulloblastoma is the most common malignant brain tumor of childhood, with an overall mortality of 40 to 50 percent. Surviving children often have significant long-term cognitive and physical sequelae resulting from existing treatments. Therefore, identifying and understanding the genetic events that drive these tumors is critical for the development of more effective therapies.

In the 2 August issue of the journal Nature, Brandeis Biochemistry faculty member Daniel Pomeranz Krummel contributed his structural biological expertise in collaboration with colleagues at Children?s Hospital Boston, Dana-Farber Cancer Institute, Harvard University, the Broad Institute (MIT), Stanford and the Hospital for Sick Children in Toronto. The paper titled, ?Medulloblastoma exome sequencing uncovers subtype-specific somatic mutations,? unravels a landscape of mutations that are peculiar to medulloblastomas. This paper represents a landmark study of medulloblastomas. More specifically, Pomeranz Krummel?s collaborators noticed that a protein called DDX3X had numerous mutations in medulloblastoma. Pomeranz Krummel was able to create a structural model of DDX3X that provided insight into the functional significance of the critical mutations in children with medulloblastoma (below, image).

DDX3X is an ATP-dependent RNA helicase. RNA helicases are fascinating proteins that function to drive the restructuring of RNA and/or RNA-protein assemblies, and have proven to be of great importance in cancer biology and HIV research. Pomeranz Krummel?s long-standing interest is in RNA-protein interactions and application of methods to visualize the enzymes critical to processing of RNA in the human cell. Thus, thinking about the structure-function relationship of this RNA helicase DDX3X was a problem of much interest to Pomeranz Krummel. This collaboration involved forging links between basic and translational scientists, thus giving rise to promising new horizons of treatment options for children with medulloblastoma.

Twenty. That's how many versions of Google's Web-changing browser have appeared to date. But the law of diminishing returns has been in strong evidence with the last few revs, and many of the new features in them have been designed merely to get you to use Google's services more.? In fact, commenters on Google's blog about Chrome releases were mystified about what was new in 20, aside from bug and security fixes. And, indeed, Chrome 20 is mostly about fixing existing features?over 6,000 updates in all?but many of the updates add support for Windows 8. Speaking of Windows, Chrome is also available for Mac and Linux, but this review focuses on the Windows version.

No matter, it's still the most capable Web browser, thanks to blazing speed, and ground-breaking features and technology support.? Hurtling it over the crowd are unique features like Chrome Instant, built-in Flash and PDF display, leading Web standards support, and a minimalist application window that lets Web pages shine unimpeded. The competition?Firefox 9 (Free, 4 stars), Internet Explorer 9 (Free, 4 stars), Safari 5.1 (Free, 4 stars), and Opera 11.60 (Free, 4 stars)?still struggles to equal Chrome's Spartan user interface, speedy operation, and emerging standards support.

Chrome's speed is boosted by hardware acceleration, the use of your PC's graphics processor to speed up operations, a first introduced by IE9. To this Chrome's adds support for 3D WebGL graphics that even works on older computers, such as those running Windows XP?something IE9 can't boast. Chrome is also the fastest browser to start up, as my testing shows.

But speed involves more than pure performance. Speed also comes with new standards support, in Chrome's case, for Google's SPDY initiative, which rewrites the basic transport protocol of the Web?HTTP. SPDY eliminates redundant interactions and compresses some sent data to speed up browsing. Only sites that support the standard, like some of Google's own, will benefit from the speedup, however.

Another speeder-upper comes in the form of Chrome's many "instant" features. First, there was Google Instant, by which Web search results start appearing as soon as you start typing in the Google search box. Then came Instant Pages, in which Chrome tries to guess which link you're likely to click on next, and preload that page in the background. Another "instant" feature, pre-loads the first-proposed autocomplete site in the background when you start typing in the browser's address bar, so that it springs into view instantly when you click on the auto suggestion's entry.

As it increases in popularity, Google Chrome is becoming more and more a conduit for Google's Web services, and the services themselves in turn are being honed for Chrome. The browser's new tab page is tweaked to give more prominence to the Chrome Web app store.

Chrome boasts all the Web browser tools we've come to expect: bookmark syncing, a built-in PDF reader, and extensions. The browser's fine design, compatibility, and especially the speed have impressed the Web community enough to make Chrome the fastest growing browser in terms of market share. On this measure, it's got anywhere from 19 to 34 percent, depending on whose numbers you believe. Let's take a look at what makes this browser so special.

Swift Setup
Even the setup process shows Chrome's commitment to speed: Just click the Install button on the Chrome Web page, and you'll have the browser up and running in less than a minute, with no wizard to go through and no system restart. The browser's available for Mac OS X and Linux, as well as Windows. It also updates itself automatically in the background.

Starting with version 17, a change in the first-run appearance of the browser occurred. You still saw a generous dialog box giving you the option to use Bing, Google, or Yahoo as your search engine, but the first view of the browser window asks you to sign into a Google account. This doesn?t change the behavior of the browser, but it does show Google?s increasingly solipsistic view of the Web, and raises concerns about browser tracking. On the plus side, it does give you the benefit of being able to sync your different browser settings and bookmarks on different computers (more on this later).

Chrome Instant Pages
Not to be confused with Chrome Instant (see below) or Google Instant (which works on all browser to load Google search results as you type), Chrome Instant Pages requires both Chrome and a site that supports the feature. Of the latter, there is now just one important one: Google Search. The idea is that when you perform a search in Google, the browser will pre-load the page for the result link you're most likely to click on.

In several tests on a slower Wi-Fi connection, however, I only noticed an occasional improvement for simple pages. It seemed only to work for the first result link. Heavy multimedia sites still took their time to load. On a very fast wired connection, some page result were extremely fast, but in that case, you don't really benefit from pre-loading. I saw a definitely faster load for grainger.com than in Opera on the same connection. The idea makes a lot of sense though, particularly for multipage articles, where it's most likely that the next link you'll hit is the one labeled "Next."

The only drawback: If the site guesses your next click wrong, page load could be slower than without Instant Pages, and you'll have wasted bandwidth loading a page you never visited. But this is a technique that's been done using JavaScript or HTML and CSS for years, so I'm not sure why we need a browser-specific solution to preloading pages, but Instant Pages does have the ability to load outside sites, rather than just pages of your own. If you don't like the idea of your browser loading pages before you click on a link, you can turn off the feature in the Under the Hood section of Options (accessible from the wrench icon), and uncheck "Predict network actions to improve page load performance."

Built-in Flash and PDF Support
Chrome is the only browser to come with Adobe Flash built in, rather than requiring a separate (and annoying) installation. And not having to perform the frequent required updates of the Flash plugin separately is another boon?it updates automatically with the browser. With version 10, many of the security issues with Flash (famously bemoaned by Apple's Steve Jobs) went away, thanks to running the plugin in an isolated sandbox so that it doesn't have access to critical system areas.

Chrome boasts a PDF reader as well, so you don't have to worry about installing any Adobe plugins for viewing specialized Web content. When you load a PDF, an intuitive toolbar shows when your mouse cursor is in the southeast vicinity of the browser window. From this, you can have the document fill the width of the window, show a full page, or zoom in and out. By default, you can select text for cutting and pasting, but I couldn't copy and paste images. You can print the PDF as you would any Web page.

Chrome's PDF viewer not only does what its name implies, but also serves as a print preview feature. Unlike IE's print preview, Chrome's shows up in a tab rather than its own window. But you have to go through it to print: In IE, I can just click the printer icon to send a page to the printer if I don't want to fuss with settings. I could choose between color and B&W, portrait and landscape, and choose the target printer, or print to PDF.

An Advanced button got me into the printer's own settings dialog, but this dismissed the print preview, making me have to choose Print from the menu again. But Chrome didn't let me choose a zoom percentage for the printout as Firefox and IE did, nor did it let me turn page headers on and off or choose margin sizes in a Page Setup dialog as those two did. So Chrome's print preview is a decent start, but it's still a bit behind the competition.

Interface
Minimalism has been a hallmark of Chrome since its first beta release. Tabs are above everything, and the only row below them holds the combined search/address bar, or "Omnibox." Here you can type any part of an address or page title, and the most likely site candidates will be presented in a dropdown. Optionally you can display bookmark links in a row below this. And the control buttons on the top-right of the browser window have been reduced to the absolute minimum?just one.

Google has removed the Page icon and placed some of its functions under the wrench button. Some of the Page options have been combined into buttons on one line in the menu, such as Cut, Copy, and Paste. I like what Google's done with the Zoom choice on the menu, adding plus and minus buttons that save you from having to fly out another submenu.

Another theme in the Chrome interface is that everything looks like a Web page, displaying in the main browser window, rather than in separate dialog boxes. This includes the interfaces for History, Extensions, Bookmarks, and even Options.

Mac users haven't been overlooked in the interface department, either. The browser supports OS X Lion's full screen view, along with overlay scrollbars that only appear when you're scrolling. Other more minor characteristics of the OS X "Aqua" style give Chrome on the Mac a more Mac-y appearance.

The continued strength in Canada?s real estate industry, along with the expectation of low interest rates in the medium term, should provide added appeal for investors looking for income-producing commercial real estate properties, according to BMO Economics.

?After a severe and protracted market downturn in the 1990s, the commercial real estate industry in Canada has been characterized by cautious development and prudent lending practices,? said Earl Sweet, Senior Economist and Managing Director, BMO Capital Markets.

Mr. Sweet noted several factors that make the sector attractive for investors:

  --  Supply is limited, with vacancy rates lower than historical norms across     segments in many cities. --  Risk-averse operations have helped to improve balance sheet performance     of developers, construction firms, and realtors. --  Robust corporate performance - along with lending discipline - have     maintained the quality of real estate loans at a high level. --  Ultra-low interest rates have supported real estate development and     prices in Canada.  

?The commercial real estate industry benefits from the healthy condition of Canada?s financial institutions, the participation of large, well funded operators and institutional investors, whose long-term objectives reduce volatility during downturns,? stated Mr. Sweet. ?Higher occupancy ? spurred by steady growth in employment, manufacturing, wholesaling, and retailing ? is reducing office, industrial, and retail vacancies, while lease rates are edging upward. Meanwhile, large U.S. retailers are targeting what they view as the underserved Canadian market for expansion.?

?The strong commercial real estate fundamentals also extend to the owner-occupied market, where businesses own commercial properties for their own use. Mr. Sweet noted that the market is likely to grow at a more tempered pace this year and next, with Canada?s economic growth expected to ease to 2.0 per cent. ?Furthermore, the still-unresolved Eurozone crisis and slowing momentum in the United States and several major emerging markets will continue to weigh on investors? risk appetite and adversely affect the industry in the short run.?

In Canada?s largest business centres, BMO Economics commercial real estate outlook revealed:

  --  Toronto - Canada's largest commercial real estate market significantly     bolstered its recovery in 2011, supported by stable consumer and     business confidence, the health of the financial services sector, and an     upturn in manufacturing. --  Montreal - Montreal office vacancies fell from close to 11% in mid 2010     to 8.2% at the end of 2011, but jumped to 9.2% during the first quarter     of 2012 on softer employment in the business and professional services     industry. However, a recovery in that industry in Q2, continued growth     in financial services, and limited new supply should help stabilize the     market. --  Vancouver - The ongoing lack of supply has maintained higher pricing in     all commercial property asset classes in Vancouver. This, along with low     bond yields and volatile stock markets, is driving traditionally     conservative investors into commercial real estate. --  Calgary - The industry in Calgary has rebounded rapidly since the     recession, bolstered by strong growth in employment, retail sales, and     investment in resource-based and supporting industries."

Small businesses in four Western Colorado counties, including Mesa County, are eligible for a federal loans to help offset losses related to drought conditions.

Alfred Judd, director of the U.S. Small Business Administration disaster field operations center in? the West, announced the availability of loans to businesses in Delta County as well as Gunnison, Mesa and Montrose counties. The low-interest loans are designed to offset losses caused by drought conditions in Delta County? that started at the beginning of this year.

?SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have suffered agricultural production losses caused by the disaster and businesses directly impacted by the disaster,? Judd said.

Nonfarm businesses; agricultural cooperatives; small businesses engaged in aquaculture; and most private, nonprofit organizations of any size may qualify for Economic Injury Disaster Loans (EIDLs) of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred. The deadline to apply for the loans is March 12.

?Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property damage. These loans have an interest rate of 4 percent for businesses and 3 percent for private, nonprofit organizations, a maximum term of 30?years and are available to small businesses and most private nonprofits without the financial ability to offset the adverse impact without? hardship,? Judd said.

By law, the SBA makes EIDLs available when the U.?S.?Secretary of Agriculture designates an agricultural disaster. Tom Vilsack declared this disaster at the request of Colorado Gov. John Hickenlooper.

Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises? should contact the Farm Service Agency (FSA) about Department of Agriculture assistance made available by the disaster declaration. In the case of droughts, nurseries are eligible for SBA disaster assistance, however.

Iraq attacks kill 106 in deadliest day in 2 years

BAGHDAD (AP) ? Bombings and shootings ripped across Iraq on Monday, killing at least 106 people in the deadliest day in more than two years. The coordinated attacks in 15 cities sent a chilling warning that al-Qaida is slowly resurging in the security vacuum created by a weak government in Baghdad and the departure of the U.S. military seven months ago.

Though there was no immediate claim of responsibility, the leader of al-Qaida in Iraq declared last week a new offensive aimed at sowing instability across the country.

Iraqi militants have kept up a steady drumbeat of deadly attacks since the U.S. pulled out in December, ending nearly a decade of war. They have sought to increase the chaos created by the deepening sectarian political crisis that pits Sunni and Kurdish leaders against Shiite political powers.

"Al-Qaida is trying to send a message that it is still strong and can choose the time and places to attack," said Shiite lawmaker Hakim al-Zamili, a member of parliament's security and defense committee. He said weaknesses in Iraq's ability to gather intelligence about terror plots, or stop them despite security checkpoints has shown how toothless the government is in protecting its people.

Al-Zamili also raised the specter of al-Qaida infiltrating security forces. If these gaps are not closed quickly, he said, "the attacks and explosions will continue and al-Qaida will be stronger."

In one brazen assault on Monday, three carloads of gunmen pulled up at an Iraqi army base early Monday near the northeastern town of Udaim and opened fire, killing 13 soldiers before escaping, two senior police officials said.

The deadliest attack, however, took place just north of Baghdad in the town of Taji, where a double bombing killed at least 41 people. The blasts were timed to hit as police rushed to help victims from a series of five explosions minutes earlier.

Monday's violence bore most of the hallmarks of al-Qaida: the bombings and shootings all took place within a few hours of each other and struck mostly at security forces and government offices ? favorite targets of the predominantly Sunni militants. And most of it happened in the capital and in northern areas the terror group used to control and where they now stand the best chance of regaining a foothold.

More than 200 people also were wounded in the onslaught Monday, Iraq's bloodiest day since a string of nationwide attacks on May 10, 2010, killed at least 119 people. Spokesmen for Iraq's government and Shiite Prime Minister Nouri al-Maliki could not be immediately reached for comment.

Iraq's Interior Ministry, which oversees the country's security, condemned the attacks, calling them a "flagrant violation" of the ongoing Muslim holy month of Ramadan. It said security officials now planned to devise a new strategy to protect the public, but said complaints about the security gaps were "not useful."

For years, al-Qaida in Iraq has been seeking to re-assert its might, although U.S. and Iraqi officials insist it is nowhere as strong as it was when the nation came to the brink of civil war between 2006 and 2008.

The militant group made a series of missteps shortly afterward ? targeting civilians, imposing overly strict Islamic discipline, alienating tribal leaders ? that undercut its support in Iraq's Sunni communities and helped lead to the widespread defection of fighters to groups allied with the U.S. The flow of funding, arms and fighters slowed to a trickle, and al-Qaida in Iraq since has struggled, but failed, to command much power.

But the militant group's local wing ? known as the Islamic State of Iraq ? is now seizing on the vacuum left by the Americans and Baghdad's fragmented government.

Baghdad political analyst Hadi Jalo said al-Qaida in Iraq, as a Sunni group, feels emboldened by the success of the Sunni-dominated uprising in neighboring Syria against Damascus' Alawite rulers. The Alawites are an offshoot of Shiite Islam.

"It is leading a sectarian war and Iraq is part of its war and ideology in this region," Jalo said.

In a statement issued Saturday, the leader of al-Qaida's affiliate in Iraq warned that the militant network is returning to strongholds from which it was driven from while the American military was here.

"The majority of the Sunnis in Iraq support al-Qaida and are waiting for its return," Islamic State of Iraq leader Abu Bakr al-Baghdadi said in the statement that was posted on a militant website.

The local wing of al-Qaida, known as the Islamic State of Iraq, has long been at odds with al-Qaida's central leadership. The global network's current leader, Ayman al-Zawahri, has in the past criticized Iraq's movement for targeting civilians. But earlier this year, al-Zawahri softened his stance, and included ISI militants in a network plea for fighters to join the Syrian uprising.

Previous al-Qaida offensives have failed to push the country into civil war, largely because Shiite militias in recent years have refused to be lured into the kind of tit-for-tat killings that marked Iraq's descent six years ago. Additionally, for all its weaknesses, the Iraqi government now holds more authority than it did during those dark years, and, by and large, citizens have no desire to return down that path.

Still, the militant group appears to be banking on Iraq's fragility in its campaign to throw it into permanent chaos. Sectarian tensions have risen due to a political crisis stemming from terror charges the Shiite-led government has filed against one of the country's vice presidents, who is one of Iraq's top Sunni officials. He says they are politically inspired.

Mohammed Munim, 35, was working at an Interior Ministry office that issues government ID cards to residents in Baghdad's Shiite Sadr City neighborhood when a car exploded outside, killing 16 people.

"It was a thunderous explosion," Munim said from his bed in the emergency room at Sadr City hospital. He was hit by shrapnel in his neck and back. "The only thing I remember was the smoke and fire, which was everywhere."

Most of the cities and towns pounded by bombs Monday are located in Sunni-dominated areas that nonetheless include sizable pockets of ethnically- and religiously-mixed populations.

Attacks struck the Baghdad suburb of Hussainiya, northeastern Diyala province, five towns around Kirkuk and in the oil-rich city itself as well as the northern city of Mosul ? a former al-Qaida stronghold, police said.

Only one of Monday's attacks occurred in undisputed Shiite territory: a bomb in the southern town of Diwaniyah that police said killed three people and wounded 25.

All of the casualties were confirmed by police and health officials who spoke on condition of anonymity because they were not authorized to release the information.
