Farm Bill Could Hinge On Budget Talks

WASHINGTON -- A farm bill that stalled in Congress before the election could see quick action by the end of the year if congressional leaders decide they need its spending cuts ? including a small reduction in the $80-billion-a-year food stamps program ? to make a deal for averting the "fiscal cliff."

The farm bill passed by the Senate in June would save $23 billion over 10 years, while a version passed by the House Agriculture Committee in July would save $35 billion. The savings come from cuts to farm subsidies and by tightening eligibility requirements for those who receive food stamps, now known as the Supplemental Nutrition Assistance Program, or SNAP.

That pot of money could be useful to lawmakers who will be scrambling in the year's final weeks to address the combination of tax increases and automatic spending cuts due in January ? dubbed the fiscal cliff because the combination could plunge the economy into another recession.

The Senate has already passed its version of the farm bill. So any decision to make it part of a budget agreement will require the acquiescence of Republican House leaders who stopped action on the bill before the election, saying there weren't enough votes. But they also avoided a nasty and what would have been a highly visible pre-election floor fight over food stamps.

Democrats said the program, which feeds about 1 in 7 Americans, shouldn't be touched while conservatives complained the bill's 2 percent cut in the program ? $1.6 billion a year ? was too small.

Doug Heye, a spokesman for House Majority Leader Eric Cantor, said no decisions have been made on how to move the farm bill or whether it will be part of the fiscal negotiations. The 2008 farm bill expired Sept. 30, so Congress at a minimum will have to extend parts of it into next year.

Senate Agriculture Chairwoman Debbie Stabenow, D-Mich., signaled her eagerness to pair the two bills with a statement Friday saying the farm bill's passage would be "a significant first step in meeting the critical deficit reduction challenges our country must face head-on this year."

Retiring Sen. Kent Conrad, D-N.D., said he has already started working on a compromise farm bill in an effort to move it alongside deficit reduction. Conrad, who chairs the Senate Budget Committee and sits on the Agriculture Committee, said he spent part of Congress' election recess consulting with Senate and House aides who worked on the legislation.

The House and Senate farm bills differ in how they address subsidies for farmers. But the biggest difference between the two versions is the amount cut from food stamps: The Democratic-led Senate's bill would cut $4 billion from the almost $800 billion program over 10 years; the GOP-led House's version would cut $16 billion.

Conrad said he has attempted to "take some sort of reasonable difference" between the House and Senate bills but would not provide details. He argues that next year's budget will be even worse and farm-state legislators will be forced to make even deeper cuts.

"Time is not on our side," he said. Next year's budget situation on farm programs will be "a big mess and it's infinitely better for everyone to get these decisions made now."

Farm groups are aggressively pushing a combination of the farm bill and the fiscal package, seeing the deficit reduction as the last, best vehicle to get the bill done this year.

"I think it's going to be very hard to get a farm bill done unless a decision is made very quickly to be part of a package," said Bob Stallman, president of the American Farm Bureau Federation.

Stallman said he thinks the bill can move very quickly once lawmakers find a compromise on the food stamp issue.

"When political leadership decides they want something done they will craft a path to make it happen," he said. "But that hasn't happened yet."

Food stamps make up roughly 80 percent of the bill's half-trillion dollar cost over five years. Sustained unemployment, rising food prices and expanded eligibility under President Barack Obama's 2009 economic stimulus have doubled the program's cost since 2008, and food stamps now help feed 47 million people.

The proposed House cuts would target practices by many states that critics claim swell the rolls of beneficiaries. They include waiving asset and income eligibility limits for people who get other welfare benefits or signing people up for minimal heating aid so that they can qualify automatically for food stamps, too. The Senate bill also tightens eligibility in some areas but doesn't save as much money.

The House and Senate bills also differ on how subsidies are structured for various crops. Commodity groups for specific crops and lawmakers who represent their constituencies have battled over how those subsidies should work in an environment where there is less money to go around.

This year's farm bill situation is unusual. The last four farm bills ? passed in 2008, 2002, 1996 and 1990 ? were all passed prior to elections with rural politics driving the equation. This year politics had the opposite effect as food stamps got in the way.

Roger Johnson, president of the National Farmers Union, said the results of the Nov. 6 election should be good news for those who want to see a farm bill passed, since the balance of power stayed the same.

"The outcome removed any sort of political rationale for a delay," Johnson said. "The political argument I think is gone. Not to say it will be easy."

How selection of China's new leadership works

China's communist elite are meeting to install a new generation of leaders in a process that is part public show and part backroom politicking.

At the center of the spectacle is the Communist Party congress, a gathering held once every five years that is the 18th such event in the party's history. The congress is more interlude than climax. Important decisions are made by current and retired leaders, some of whom are not even on the congress delegates' roster, in bargaining that began years ago and has largely been already resolved.

Here's a look at how it works:

THE DELEGATES

Selecting delegates to the congress began months ago, with recommendations made by the party's 82 million members, which are then vetted, winnowed and voted on twice. In practice, the selection is controlled by the party's personnel division, giving the leadership room to make sure the powerful and their key proteges are included. President Hu Jintao, who will retire as party general secretary, is a delegate from Jiangsu province, where he grew up but has not lived for four decades. Most of the 2,268 delegates are chosen to show that the congress is broadly representative. Only the opinions of a small subset matter. One power-broker, retired President Jiang Zemin, is a specially invited delegate, a sign of his continuing influence in the leadership bargaining.

THE CONGRESS

Held over seven days, the congress selects the Central Committee, the party's policy-setting body. The most recent committee had 370 people, comprised of full members and non-voting alternates drawn from the upper echelons of the party, government and military. The congress also names the party's internal watchdog agency. Though the powerful hold sway in determining the outcome, there is room for dissent on the margins. Candidates outnumber seats by a tiny percentage. Vice President Xi Jinping, who is expected to replace Hu as party chief, barely made it into the committee in 1997 in what was seen as a vote against nepotism. His father was a patriarch of the revolution. This time rank-and-file delegates have been told to "maintain unity" with the leadership.

THE LEADERSHIP

After the congress ends, the Central Committee meets to select a Politburo, roughly 25 members, and from that group, the Politburo Standing Committee, the apex of power. The current standing committee has nine members, though party-connected academics say that may be whittled to seven this time. Two members are considered shoo-ins: Xi and Vice Premier Li Keqiang, who is expected to be named premier. The Central Committee also appoints the party commission that oversees the military. A critical question is whether Hu will stay as military commission head. His predecessor, Jiang, did so, hanging on for more than two years and casting a shadow over Hu's efforts to consolidate power.

THE BACKSTORY

Choosing the new leaders involves fractious bargaining that attempts to balance out factions and interest groups in the party. Two of the presumed next leaders, Xi and Li, were anointed five years ago, inducted into Hu's leadership to provide continuity. Xi is seen as ex-president Jiang's man; Li as Hu's. Deciding the rest of the lineup has seen unexpectedly sharp-elbowed jostling this year. Bo Xilai, a populist politician seen as a rising star, was cashiered after an aide disclosed that his wife murdered a British businessman. He awaits prosecution, and deciding his fate divided the leadership. A Hu ally was also sidelined after his son died in a Ferrari crash, weakening Hu. How weak will be apparent by counting his allies in the new leadership.

HIDDEN RULES

China, like most communist governments, has a history of violent, unpredictable leadership successions. One of revolutionary leader Mao Zedong's named successors died in an alleged failed coup. Party leaders have instituted informal age and term limits to smooth out power transfers. Party chiefs are limited to two five-year terms, while senior leaders 68 years or older at the time of a congress are considered too old to serve in a new leadership. Jiang's stepping aside for Hu in 2002 was the first orderly succession since the party came to power in 1949.

Nor'easter snow, outages delay cleanup

Those who lost their homes during Hurricane Sandy are salvaging what they can from the wreckage, and trying to stay afloat financially as they cope with the aftermath of the storm. NBC's Ann Curry reports.

BREEZY POINT, N.Y. -- After waking up to several inches of snow and more than 200,000 new power outages, residents in areas battered by Superstorm Sandy on Thursday got back to the long-term work of rebuilding.?

"Patience is the name of the game here," said Joseph Murray in Breezy Point, where snow from the nor?easter dusted the New York City community destroyed last week by flooding and a fire.?

Families here on Thursday continued efforts to save their waterlogged homes from mold, with some piling items on the layer of snow in 40-degree weather.?

Murray, 27, was at his family?s home after sanitation workers cleared out their pile of garbage, leaving three salvageable nightstands and a lamp standing outside.?

"Be patient with Mother Nature? because she doesn?t care about any of us," was how Murray rationalized the bizarre bouts of weather. "Let her do her thing and then when she?s ready to let you do your thing, she will."

Cleanup crews already overextended from Hurricane Sandy are working around the clock to clear snow that recently fell across the region, causing more people to lose power. NBC's Stephanie Gosk reports.

Murray did have an eye on Friday?s weather forecast, noting that "it?s going to be 60 degrees, this is all going to melt."?

The overnight nor?easter boasted wind gusts of more than 50 mph and dropped heavy snow on already-weakened tree limbs, leading to new power outages.?

In New Jersey alone, 167,000 homes and businesses lost power overnight, Gov. Chris Christie said Thursday. "This sets us back about a day" in terms of getting all power restored, he added.?

"We're right back to the same situation," Kirk Walker of?Hackensack, N.J.,?told?NBCNewYork.com?after power went out for the third time at his home since Sandy struck.?

"They said it was gonna be a rough winter," Walker added. "Sign of things to come, I guess."

Long Island saw some 50,000 customers lose power,?NBCNewYork.com reported.

Officials there on Thursday said they had convinced the local utility to scrap its policy requiring that each home without power be inspected before power is restored, Newsday.com reported.?

With the new outages, some 700,000 customers were without power across the Northeast around midday. That number was reduced to some 600,000 by early evening.

Record snowfall totals were recorded across the area:

• New York?s Central Park received 4.4 inches of snow on Wednesday -- a record for a Nov. 7 and the earliest 4-inch total in the park's history, NBCNewYork.com reported. By Thursday morning the total had reached 4.7 inches.
• Newark, N.J., got 6 inches by Thursday -- more snow in 24 hours than during any previous November on record.
• Bridgeport, Conn., received 3.5 inches of snow, beating the Nov. 7 record of 2 inches set in 1953.

Some areas inland got 12 to 13 inches of snow.

"This is a classic nor'easter," NBC meteorologist Al Roker said on TODAY, "just very early."

Conditions were still miserable Thursday morning. In New York City, winds were around 25 mph and it was 36 degrees with showers forecast before sunny skies on Friday.

In New Jersey, parts of which saw 9 inches of snow, police said ice and snow contributed to the deaths of two people in a car whose driver was speeding, NBCPhiladelphia reported.

Two people also died in Connecticut in traffic accidents attributed to snow, The Associated Press reported.

Hundreds were evacuated ahead of the nor'easter, some because of flooding fears and others due to post-Sandy logistics.

Medeleine Dobriner was moved by the Red Cross to the Manresa Jesuit Center shelter on Staten Island so that her earlier shelter, a school, could reopen.

Medeleine Dobriner of New Dorp on Staten Island was among the latter -- having to move because her shelter was in a school that was reopening.

"This is my third shelter and usually change is good," Dobriner, 66, told NBC News, "but not in this case."

Throughout the region, people wore coats indoors as they endured yet another night without heat.

"I thought I was lucky when power was restored last Thursday, but last night it went out again," said Michael Platt, an electrician from Toms River, N.J., who estimated a foot of snow fell in his area. "The kids have been home for nearly two weeks and I'm not working, and when I'm not working I'm not making any money. This hasn't been easy."?

"Can you believe this? Enough is enough," added Cindy Casey, whose Belle Harbor home one block from the beach in the Rockaways was swamped by Sandy, as she looked out at the snow blanketing the neighborhood devastated by flooding and fire.?

Some of those who had weathered Sandy told NBCNewYork.com they felt like a cruel joke was being played on them.

"Kind of laughing about it at this point," said Danny Arnedos, of Oyster Bay, Long Island. "To go from a hurricane to a nor'easter and driving in the snow in 10 days is pretty unbelievable."

"I am waiting for the locusts and pestilence next," New Jersey Gov. Christie said Wednesday.?

Coastal flooding proved minimal, but commuter bus and train services were disrupted by the storm, with the Long Island Rail Road briefly shutting down all operations to the city's eastern suburbs on Wednesday night.

Gasoline remained in short supply in the New York City area, where Mayor Michael Bloomberg on Thursday announced rationing based on odd and even number license plates.

Official: NY disaster chief fired over tree removal

Airports saw 1,600 canceled flights on Wednesday due to the storm. Some 600 more flights were scratched?Thursday, according to the flight tracking service FlightAware. The majority of those are in the New York area.

The losses from Superstorm Sandy are still rough, but New York Gov. Andrew Cuomo said Thursday he had seen a report estimating $50 billion in damage and economic losses across the region, with $33 billion in New York state.

"That's a staggering number," he said.

Mission Admission is a series of MBA admission tips; a new one is posted each Tuesday.

As interview decisions are released around this time of the year, do your best to remain calm and let the admissions committees do their work. Although becoming a little apprehensive is natural if you have not yet received an interview invitation, you will certainly?not?increase your chances by calling the admissions office and asking if they do indeed have all of your files or if an interview decision has been made. In fact, such calls can actually have a negative effect on your candidacy, inadvertently positioning you as pushy or even belligerent.

Admissions offices are increasingly transparent and should be taken at their respective words. If they say they are still releasing decisions, then they are in fact still doing so. If they say that the timing of your interview decision does not signify an order of preference, then it does not. As painful as it is, unless something has changed materially in your candidacy, all you can really do is wait patiently and try not to think about the decision or second guess your status.
